Former Customs Commissioner Nicanor Faeldon on Thursday questioned the motive of Senator Panfilo Lacson after the latter linked him and other officials in the alleged corruption at the Bureau of Customs. "Now Senator Lacson, I texted you several times, why did you not come? Anu 'yan gusto mo? Tumakbo ulit na presidente at the expense of our family names? Gusto mong magpasikat?" Faeldon said in a press conference.
"You know na matitino sila eh. I pity the families of the people that you're destroying. Nagtatago ka sa immunity mo, you have the ambition of becoming a President. You prove that already tumakbo ka eh," he added.
The outgoing Customs commissioner said that he can "vouch" that his team was not involved in the bribery at the Customs Bureau of which Lacson was accusing them.
"So gusto niyo na magpasikat. Okay lang na magpasikat tayo but not on our expense. Don't lie to the people, may pamilya ako at may pamilya ang sinisiraan niyo," he said.
In an interview on News To Go, Faeldon said Lacson may be trying to imitate Senator Antonio Trillanes IV.
"I don't know his motives. Gusto niyo bang sumikat? Ginagaya mo na ba si Senator Trillanes? Maninira ng mga matinong tao para sumikat ka? Gusto mo ba uling tumakbong Presidente? What's your motive? O gusto mong pagtakpan ito?" he asked, referring to the alleged smuggling activities of his son, Panfilo Lacson Jr.
"Until yesterday, I believed in him, that he is a reasonable man, that he has justice in him. But what he did yesterday by naming me, by naming General Icarma, by naming Gambala, by naming Maestrecampo, by naming Ebreo, c'mon we both know, Senator Lacson and I both know that those people are very honest," he said.
On Wednesday, Faeldon turned the tables on Lacson and accused the latter's son of smuggling cement into the country. The lawmaker, in response, has already denied Faeldon's accusations against him and his son.
Lacson, during a recent Senate privilege speech, had accused Faeldon of being among the Customs officials who accept bribes or "tara" to facilitate the entry and exit of undervalued and/or undeclared shipments into the country.
A lawmaker cannot be disbarred or disciplined by the Supreme Court for statements made during a privilege speech.
His or her privilege speech is also not actionable criminally, civilly or in a disciplinary proceeding under the Rules of Court

3 witnesses to Kian slay placed under Senate’s protective custody
The custody of the three witnesses to the killing of 17-year-old Kian Loyd Delos Santos was turned over to the Senate public order committee on Thursday. The Senate panel chaired by Senator Panfilo Lacson was supposed to hold an executive session to hear the statements of the witnesses, two of whom are minors, 13 and 16. The other is 31 years old.
The executive session did not push through, Senator Risa Hontiveros told reporters, as Lacson requested that an authorization letter be secured first from the 13-year-old’s mother working in Oman.
“Minabuti ni Senator Lacson na bago sila idinig sa executive session ay makuha yung sulat na authorization ng nanay ng pinakabatang saksi dahil yung mama niya ay overseas Filipino worker na nagta-trabaho sa Oman,” Hontiveros said.
“Yung tatlong saksi ay nandito sila sa premises ng Senado hanggang madinig sila in executive session,” she said.
The Senate panel is set to conduct its next hearing Tuesday next week, said Hontiveros.
Hontiveros added that the 13-year-old's mother is also the guardian of the 16-year-old. Hontiveros said the two minors are cousins.
The senator belied reports that the mother claimed she was not consulted when her office took custody of the two minors.
Hontiveros showed reporters the exchange of text messages between the mother and her staff as of Wednesday night.
“Those children sought refuge voluntarily from Senator Hontiveros...We gave them refuge because of their voluntarily request,” lawyer Christia Girao of the Integrated Bar of the Philippines (IBP) said.
“We believe that we should give them an environment where they can freely express themselves without being subjected to scrutiny,” she said.

The cops, who were already placed under restrictive custody, are Police Officer (PO) 3 Arnel Oares, and PO1 Jeremias Pereda and Jerwin Cruz. Of the three, only Pereda and Cruz agreed to be asked questions during the hearing.
Saldy remembered his son as a diligent person, always helping out with house chores. He said it was impossible for Kian to have been involved in drug trade.
“Simple lang po kami. Nagtitinda, naghahanap-buhay para maging mabuting mamayan. Paano niyo masasabi na ang anak ko ay isang drug courier?” he said.
He said his son always dreamt of being a cop.
Kian’s mother, Lorenza, meanwhile said he raised his soon to be a good person.
“Alam ko paano ko pinalaki ang anak ko, pinalaki ko na may respeto sa nakatatanda sa kanya at taong may katungkulan dahil kahit mahirap kami, sinasabi ko [sa kanya] na lumaki na maayos, may takot sa Diyos, at respeto sa matatanda,” she told the committee.
Caloocan cops claimed Delos Santos fired at authorities as he was trying to escape during an Oplan Galugad operation in Barangay 160.
Reportedly recovered from Delos Santos were a .45 pistol and two sachets of suspected shabu with a street value of about P20,000.
His relatives, however, said the items did not belong to the teenager and witnesses claimed the police's version of the events was not true.
A CCTV camera footage also showed the policemen dragging Delos Santos to the place where he was killed. Caloocan cops, however, claimed that it was not Kian in the video, but rather, a police asset.
Dr. Michael Figueroa, principal of Kian’s school, said the teenager was never involved in any drug-related case.
He said Kian was reprimanded by the school only for “simple naughtiness.”
“He cut classes one time with his classmates and the other, he just broke the project of his classmate. As simple as that, no more, no less,” Figueroa told the committee.

Chiz inclined to stop Senate probe on Comelec chief after filing of impeach rap
Senator Francis “Chiz” Escudero on Thursday said he is inclined to stop his Senate committee’s probe on the bank accounts of Commission on Elections (Comelec) chairman Andres Bautista following the filing of an impeachment complaint against him.
“Personally, I believe the hearings should already be suspended. I will, however, consult the authors of the resolution and members of the committee on this matter,” Escudero said in a text message.
The Senate committee on banks, financial institutions, and currencies on Wednesday started its probe into Bautista’s possible violations of the Anti-Money Laundering Act (AMLA) after his estranged wife, Patricia Paz Bautista, accused him of having nearly P1 billion in ill-gotten wealth.
The Senate panel was set to invite Bautista to its second hearing next week.
Escudero, however, said the committee should stop its investigation once an impeachment complaint against Bautista is endorsed at the House of Representatives.
Under the Constitution, the Senate has the sole power to try and decide on all impeachment cases. The impeachment tribunal is convened once the House of Representatives approves a verified complaint of resolution recommending impeachment.
An impeachment complaint was filed against Bautista by former Negros Oriental Representative Jacinto Paras and lawyer Ferdinand Topacio, and was endorsed by Kabayan party-list Representative Harry Roque, Cebu Representative Gwen Garcia and Cavite Representative Abraham Tolentino.
Minority Leader Franklin Drilon, for his part, said the Senate investigation should only be stopped in relation to Bautista’s bank accounts.
“The banks committee may continue to hear resource persons to determine amendments to his SALN and the bank secrecy law,” Drilon said.

President Rodrigo Duterte on Friday dared the accusers of his son, Davao City Vice Mayor Paolo Duterte, to produce document evidence against him.
Duterte in a speech during the Southern Philippines Medical Center centennial celebration in Davao City said that he told fellow government workers that "the mere mention of our names means corruption."
"So lumabas ‘yung pangalan ni… ‘Yung si Paolo, ‘yung Vice Mayor ngayon... And if my son was really into it or in is in there, all you have to do is to produce the paper—because there are two ways of evidence—oral pati documentary," he said.
"Sabi ko, 'Just give me an affidavit and I will step down as President of this Republic.' And that is my commitment to you now. That is my word," he added.
Vice Mayor Duterte's name was mentioned during a House hearing on the P6.4 billion shabu shipment.
Customs broker Mark Taguba on Monday said that eldest presidential son was "name-dropped" by BOC officials who were receiving bribes.

PHIVOLCS released on Tuesday the Valley Fault System Atlas, a collection of detailed large-scale maps that illustrates the areas that are near an earthquake fault.
The VFS is composed of two segments: the East Valley Fault running through Rizal, and the West Valley Fault, running through Bulacan, Rizal, Metro Manila, Cavite, and Laguna.
PHIVOLCS has previously warned about possible impending activity from the West Valley Fault.
"We don't usually use the word ripe because the fact would indicate that the West Valley Fault can move in our lifetime simply because the last earthquake that happened from this fault, most likely the 1658 earthquake 357 years ago, and the interval of movement of the fault is roughly between 400-600 years. So that's very close," said Solidum.
The West Valley Fault could possibly generate a magnitude 7.2 earthquake, almost as strong as the magnitude 7.8 earthquake that hit Nepal last month, while the East Valley Fault could generate a magnitude 6.2 earthquake.
In case of a magnitude 7.2 earthquake from the West Valley the fault, 31,000 to 33,500 people could die, according to estimates based on previous studies conducted by PHIVOLCS in partnership with the the Metro Manila Development Authority, Japan International Cooperation Agency, and Geosciences Australia.
The study also estimates the cost of rehabilitation at around P1.8 to 2.3 trillion.

North Korea warns of nuclear war; Trump says US is ’locked and loaded’
BEDMINSTER, N.J./BEIJING - US President Donald Trump issued a new threat to North Korea on Friday, saying the US military was "locked and loaded" as Pyongyang accused him of driving the Korean Peninsula to the brink of nuclear war.
Trump kept up the war of words on Twitter shortly after the North Korean state news agency, KCNA, put out a statement blaming him for the escalated tensions.
"Trump is driving the situation on the Korean peninsula to the brink of a nuclear war, making such outcries as 'the US will not rule out a war against the DPRK,'" KCNA said.
The US president, who is vacationing at his Bedminster, New Jersey, golf resort, described American military readiness in stark terms.
"Military solutions are now fully in place, locked and loaded, should North Korea act unwisely," he wrote on Twitter. "Hopefully Kim Jong Un will find another path!"
Trump maintained pressure on the North after a week of incendiary rhetoric including his warning on Tuesday that the United States would unleash "fire and fury" on Pyongyang if it threatened the United States.
US allies in the region reacted with alarm to the unusual response from Washington and senior US officials scrambled to play down his comments.
Still, Trump amplified the warning on Thursday, saying maybe his "fire and fury" threat "wasn't tough enough." US Defense Secretary James Mattis later tempered Trump's harsh words, saying the United States still preferred a diplomatic approach to the North Korean threat. A war would be "catastrophic," he said.
Asked if the United States was prepared to handle a hostile act by North Korea, Mattis said: "We are ready."
As of late Thursday, two US officials said the threat with regards to North Korea had not changed, additional assets were not being moved into the region and intelligence did not show indications of North Korea preparing a missile launch.
Chairman of Joint Chiefs of Staff Joseph Dunford left Washington on Thursday to visit Japan, China and South Korea. While the trip has been long planned, the issue of North Korea is likely to be a priority, officials said.
Tension in the region has risen since the reclusive North staged two nuclear bomb tests last year and launched two intercontinental ballistic missile tests in July in defiance of world powers. Trump has said he would not allow Pyongyang to develop a nuclear weapon capable of hitting the United States.
Russia, China plan
As Pyongyang and Washington traded threats, Russia and China weighed in.
In Moscow, Russian Foreign Minister Sergei Lavrov said on Friday that risks of a military conflict over North Korea's nuclear program are very high and Moscow is deeply worried by the threats from Washington and Pyongyang.
Lavrov encouraged Pyongyang and Washington to sign up to a joint Russian-Chinese plan, under which North Korea would freeze its missile tests and the United States and South Korea would impose a moratorium on large-scale military exercises.
"The side that is stronger and cleverer" should take the first step to defuse the crisis, said Lavrov, speaking live on state television at a forum for Russian students.
Earlier in Beijing, a Chinese state-run newspaper said on Friday that China should remain neutral if North Korea launches an attack that threatens the United States, sounding a warning for Pyongyang over its plans to fire missiles near the US Pacific territory of Guam.
Asian equity markets sank again on Friday and European stocks looked set for their worst week this year because of the tensions.
"This situation is beginning to develop into this generation's Cuban Missile crisis moment," ING's chief Asia economist, Robert Carnell, said in a research note. "While the US president insists on ramping up the war of words, there is a decreasing chance of any diplomatic solution."
China, North Korea's most important ally and trading partner, has reiterated calls for calm. Beijing has expressed frustration with both Pyongyang's repeated nuclear and missile tests and with behavior from South Korea and the United States, such as military drills, that it sees as increasing tensions.
"China should also make clear that if North Korea launches missiles that threaten US soil first and the US retaliates, China will stay neutral," the Global Times, which is widely read but does not represent government policy, said in an editorial.
"If the US and South Korea carry out strikes and try to overthrow the North Korean regime and change the political pattern of the Korean Peninsula, China will prevent them from doing so," it said.
China's Foreign Ministry repeated a call for all parties to speak and act cautiously and do more to ease the situation, rather than going down the "old path" of exchanges of shows of force and continually rising tension.
North Korea's state-run KCNA news agency said on Thursday its army would complete plans in mid-August to fire four intermediate-range missiles over Japan to land near Guam.
Trump said Kim was not going to get away with his "horrific" comments and disrespecting America.
"Let's see what he does with Guam. He does something in Guam, it will be an event the likes of which nobody's seen before, what will happen in North Korea," Trump told reporters on Thursday in New Jersey, without offering specifics.
The United States and South Korea remain technically still at war with North Korea after the 1950-53 Korean conflict ended with a truce, not a peace treaty.
Indonesia nabs alleged recruiter for Marawi siege
JAKARTA — Indonesian police on Friday arrested an alleged recruiter and fundraiser for pro-Islamic State (IS) militants locked in a bloody battle for control of the southern Philippine city of Marawi.
Nearly 700 people, 120 soldiers among them, have been killed in the conflict after an alliance of militant groups launched an audacious assault to capture the Philippine city on May 23.
Philippine military and police have yet to regain control of all of Marawi, a city of about 200,000 people, amid ferocious urban fighting that has destroyed most of its centre.
The man detained at a residential complex on the outskirts of Jakarta is believed to be a member of Jemaah Ansharut Daulah (JAD), an Indonesian radical group that has pledged allegiance to IS, police spokesman Inspector General Setyo Wasisto said.
"He finds people to send to Marawi and Syria," Wasisto said in a text message to Reuters. "How many is still unclear."
Police also suspect he raised funds for recruitment.
Indonesian counter-terrorism authorities believe at least 20 Indonesians were among the fighters, along with some from Malaysia and the Middle East, who flocked to Marawi, on the island of Mindanao, long afflicted by Islamist insurgencies.
Indonesian JAD members make up most of the senior leadership of the Southeast Asian military unit fighting for IS in Syria known as Katibah Nusantara.
Two of the leaders, Bahrumsyah and Bahrun Naim, have directed and inspired a series of militant attacks in Indonesia, Indonesian police say.
Members of Katibah Nusantara have also organized funding and international recruits for the Marawi assault, the Jakarta-based Institute of Policy Analysis of Conflict said in a report.
Southeast Asian nations have vowed to step up law enforcement and intelligence cooperation to fight the rising threat of violent Islamist extremism in the wake of the Marawi siege.

Lalaking na-trauma nang biruin ng kapitbahay na i-'tokhang,' nagreklamo
Dahil na-trauma at hindi nakatulog matapos makatuwaang biruin ng "Oplang-Tokhang" at tutukan ng laruang baril, nagsumbong sa pulisya ang isang lalaki para bigyan ng leksyon ang kaniyang joker na kapitbahay sa Maynila.
Sa ulat ni Oscar Oida sa GMA News "24 Oras" nitong Huwebes, ipinakita ang kuha sa CCTV footage ng Barangay 572 sa Sampaloc noong Miyerkules ng gabi habang nag-iigib sa poso ang biktimang criminology student na si John Michael Laurete.
Hindi nagtagal, isang lalaki na nakasuot ng jacket, helmet at may hawak na "armalite rifle" ang lumapit kay Laurete at tinutukan ng baril ang biktima.
"Binitawan ko yung pinag-iigib ko, inagawan ko siya, nagpambuno kami hanggang bigla siyang umatras," ayon sa biktima.
Nagsalita umano ang lalaki na 'Tokhang ito", kaya ninerbiyos ang biktima pero hinawakan na rin ang inakalang tunay na baril ng lalaki.
Umalis lang ang lalaki nang may dumating na mga bata para mag-usyoso.
Bagaman "nakaligtas" sa inakalang 'tokhang," hindi na raw nakatulog ang biktima at nag-lock na rin ng pinto.
Kinaumagahan, napag-alaman ni Laurete na nakatuwaan lang siyang biruin ng kaniyang 26-anyos na kapitbahay na si JJ, na nakikipag-ayos sa kaniyang ginawa.
"Lumapit ho siya sa 'kin kanina. Siya daw nanuntok sa akin ng baril, nakikipag ayos," anang biktima. "Pero 'di ko pwede basta mapapatawad yung ganun na tinutukan niya ako."
Nagsumbong sa mga pulis si Laurete at pinuntahan nila ang bahay si JJ pero wala ang suspek at ang ina lang ang inabutan.
Ayon kay Josie Barredeo, ina ni JJ, hindi raw niya alam kung nasaan ang kanyang anak, pero inamin niyang nagbibiro lamang ang suspek.
"Ang unang nanakot diyan si JC boy pinasok sila jan. Kumakain natakot si JJ. Kinuha niya. Yung naliligo dun, nanakot din siya," anang ginang.
Itinanggi ng ginang na lasing ang kaniyang anak nang gawin ang pagbibiro at laruan lang daw ang baril na ginamit na panakot.
Ngunit pahayag ni PO1 Charlton Estavillo ng MPD Station 4, hindi biro ang ginawa ni JJ at posibleng maharap ito sa kasong pagbabanta.
"Threat kasi 'yon. Laruan man 'yan o totoo 'di dapat ginagamit na ginagawang biro na panakot sa mga tao. kagaya niyan, si sir kagabi, natakot na siya, na-trauma na siya," paliwanag nito.
Nangako naman si Barredeo na ihaharap niya ang anak sa barangay sa lalong madaling panahon.
College instructor na nagpakita ng maselang parte ng katawan sa kaniyang estudyante, huli
Pumasok umano sa silid-aralan ang 24-anyos na college instructor at isinara ang pinto.
Nang mai-lock ang pinto, doon na raw naghubad ng pantalon ang instructor at ipinakita sa biktima ang pribadong bahagi ng kaniyang katawan.
Nang makalabas sa silid, kaagad na nagsumbong ang estudyante sa guwardya ng paaralan na umaresto sa suspek at dinala sa pulisya.
Pero bago nito, ilang beses na rin daw hinipuan ng instructor ang biktima, na labis daw na-trauma sa pangyayari.
Lumalabas din sa imbestigasyon na may iba pa umanong estudyanteng nabiktima ang naturang instructor pero hindi lang nagsumbong dahil sa takot.

Duterte declares state of calamity in Ormoc City and Kananga
President Rodrigo Duterte has declared a state of calamity in Ormoc City and the town of Kananga in Leyte, a month after a magnitude 6.5 earthquake hit Eastern Visayas.
Duterte on August 7 signed Proclamation No. 283 to hasten rescue, recovery, relief, and rehabilitation efforts of the government and the private sector, including any international humanitarian assistance.
“This declaration, will, among others, effectively control the prices of basic goods anc commodities for the affected areas and afford the government ample latitude to utilize appropriate funds for rescue, recovery, relief, and rehabilitation efforts of, and to continue to provide basic services to, affected populations, in accordance with law,” the proclamation read.
The state of calamity declaration for the said areas will remain in force and effect until lifted by Duterte.
Duterte creates inter-agency task force to implement, monitor Yolanda projects
President Rodrigo Duterte has created an inter-agency task force to implement and monitor the ongoing projects in areas hit by super typhoon Yolanda in 2013.
Duterte signed Administrative Order No. 5 on August 8, pointing that delays in the implementation of Yolanda projects occurred because of the lack of coordination among government agencies.
“Ensuring the timely and efficient completion of the various programs and projects is of paramount importance given that three (3) years have lapsed since the passing of Typhoon Yolanda,” the AO read.
Through the AO, Duterte appointed Cabinet Secretary Leoncio Evasco Jr. as the chairperson of the Inter-Agency Task Force for the Unified Implementation and Monitoring of Rehabilitation and Recovery Programs in the Yolanda Corridor, otherwise known as IATF-Yolanda.
Serving as co-chairs are Presidential Assistant for the Visayas and Presidential Assistant for Special Concerns. Members of the task force also include heads of 17 government agencies.
“In case the responsible officers of the concerned agencies fail or refuse to comply with the provisions of this Order and its IRR, said officers shall be liable for administrative sanctions as may be provided in accordance with civil service laws, rules and regulations including Civil Service Commission Resolution No. 11-01502,” the AO read.
The IATF-Yolanda will also consult communities and non-government organizations in the crafting, implementation, and evaluation of the various programs and projects covered by AO No. 5.
